  Neither the Monongahela Incline (MI) nor the Duquesne Incline (DQI)
  has ANY entries in otp_monthly. OTP was never recorded for either
  incline route in the dataset. This is a data pipeline artifact --
  the inclines were included in the route catalog but excluded from
  OTP measurement.
